since number of generator district doesn't change after pop transfer into synth
or maybe buff similar to mining guilds civic
add 1 energy base production to technician
or a way to use food district to produce energy
maybe farmer produce 3 energy each?
and synth are still buged for both authoritarian and egalitarian faction?
did it fixed in beta?
