Please explain your issue is in as much detail as possible.

Let me know if more detail is necessary? I've attached a screenshot, but I verified in game, by firing, that the unit is not 'Blind' when using scrambling virus. Let me know if you want the savegame.

Presumably, apply blind to the unit.

Thank for your reply! If it's intentional, maybe text could be added indicating that it isn't affected by certain types of status effects (e.g., accuracy-reducing?)

i think this is intended because accuracy settings for some abilities like scrambling virus is: "can't miss" which is not affected by accuracy penalties

It makes sense. Can you view the "can't miss" in the game somehow? It would be nice to know which abilities always hit!
