Like the title says. Maybe using the upcoming Tengri as an example, we could allow certain countries under certain circumstance to be syncretic. Like Islam and traditional beliefs in Africa, and Confucianism and folk beliefs in China.
Certain tech groups (Mainly the Sub Saharan, Indian and Chinese techs) can enable their religions to be syncretic, and take a negative to missionary strength, while gaining the new faith. This would add realism to both India and Africa, where at points both beliefs were welcomed equally and most of the times combined.

Some potential requirements to become syncretic;
-Not be under the Eastern, Western, or Muslim tech groups
-Have 60% or lower religious unity
-Must not be a theocracy
Ways to become syncretic would be
-Disaster
-Special syncretism mechanic
-Event
-Decision

Examples of syncretism within the EU4 timeframe:
-Din-i Ilahi in India, combined Sunni Islam and Hinduism
-Intermingling of Christian European religions and Native religions in the Americas
-Buddhist, Taoist and Confucian syncretism in southern China (AKA "The Three Teachings")
-Shinto and Buddhism in Japan
-Sufi Orders in West Africa, minority Islamic rule, majority animist population
-And to an extent, Christian/Muslim/Animist syncretism in almost every part of Africa by the end of game time (Save for the north)

I just defended your point of view in another topic. Good one!

(one note, however, is catholicism and animism in Americas, specially talking about 'yoruba' religions)
