In the dev diary it is said that the second species with be random, but always with Proles and Strong traits
I recall that Wiz answered in a prior response to somebody asking about it (possibly after a Twitter teaser?) that it would "Almost always be random outside a few specific circumstances", but I haven't any clue what might pre-define it. Possibly they'll update one of the presets (or add a new one?) that has a specific form of slave-race?

Currently it doesn't look to be planned for release. It's probably tricky to do without breaking the game or requires some Empire Creation overhaul.

Still hopeful it might be a thing for a future patch, to at least be able to choose their name and appearance.
