It would be interesting and useful to switch the capital, in my opinion at least. I'm not sure how this could be implemented though. Maybe through a focus.
But since someone is going to complain about balance, this is how I propose balancing must work.

- The nation must be at peace.
- It must take time. I would suggest 4 months. And, during this time the nation cannot declare, or justify war or the move is cancelled.
- Resources in the territory being moved to should be diminished during moving.
- The city the capital is being moved to must be in a core state and a major city.
