My proposed changes if you found the Swiss Confederation with the Duchy of Savoy included: your culture automatically hybridizes and becomes a new culture is all swiss counties. The Swiss culture tenets would mirror what the culture was when the confederation was formed irl. The new culture gains all innovations from your parent culture and the most advanced culture between the cultures in the confederation. The ethos, heritage, and language would be chosen from the confederation cultures.
