Hi guys,

So I play with Great Britany and just started colonising America after I took care of France. I have already a Republic and would like to make it a Merchant Republic so that I can start a Treading League. The problem is that it doesn't allow me to. I have a COT in London, I'm not a vassal, I am at peace and have 5 merchants placed at every COT that is known and there are quite a few. So I have way over 20 merchants placed but still I can't make the swich because it tells me that I don't have enought merchants placed. 4 COT are already mine, London, Ile-de-France, Antwerpen and one in America. What should I do?

By the way I pley Heir to the Throne.

Do a Adopt Plutocratic something NA, have 25 merchants placed in CoT and be a AR, RD or NR (any republic)

Note that London must be your capital.......
And you have 20 merchants, 5 per each CoT you own, count them, maybe you are sending merchants to a foreign CoT and they don't stay and that's why you can't enable the decision.
Stability has to be high too, and you have to a be at peace too....

If you do this all and still cannot do it just restart the game, and see if you can.

Thanks for the advice, I didn't know that you must own the CoT. It makes sense since I only have 4 CoT thus only 20 merchants.
And yes London is my capital and I have 3 stability and I am at peace.
