So I've started a game with Sweden all going well.

Gained independance taken over most of Denmark etc.

Now Denmark have two provinces left and have a vassal in holstein. i need to break this up before I can vassalise denmark and hostein but how can i do this without waging war?

PS. Annexing Denmark outright makes Holstein your vassal.

Ok SO i need to annex Denmark fine,.

What about Norway Can i force them into a PU? I don't really want to war with them as my Ae will get huge.

There is a mission to vassalize Norway, while you have the mission CB it should be possible to vassalize Norway in its entirety.

Either wait for it, or pick off a few provinces first so that you can vassalize them in a second war.

Pick them to pieces until you get the mission. Remember that the norwegian provinces are crap, so OE won't be much of a concern. AE shouldn't be either, since nobody cares about norway.

But know this;
DO NOT FORM SCANDINAVIA. SERIOUSLY.
Sweden has a bunch of incredible flavor events that gives permanent bonuses, which you can't get as scandinavia. Scandinavia gives you norwegian and danish as permanent accepted cultures, but you probably have those already. Not having them as accepted gives a measly penality to tax and manpower that you'll barely notice.

Sweden continues getting events until the 1800s or so... so you wont be forming scandanavia until very late in the game.
