Sweden cannot annex Denmark

Trying to familiarize myself with Victoria II. I am in the year 1899. Figured I needed some combat experience. I tried to actually fight a war with Denmark and the war goal was to annex. Although I conquered all of Denmark, the system will not let me annex Denmark. I can only settle for a white peace. Denmark has no ally and not friendly with any Great Power. Am I missing something. Talk about defiant...

Probably you need to take control of ALL the Danish provinces. They have a little colony in Ghana, an island in the Caribbean, Iceland and Greenland at the start of the game, so control if they have them also in 1899 and occupy the provinces. So, you can annex Denmark.
