swear fealty

Hello,

i started my game as the duke of tuscany. Because of high CA i wasn't able to expand and reach my goal, the forming of the kingdom of Italy so i finally got independant and said goodbye to my former oppressor, the HRE. But now that i finally formed Italy the byzantian empire and the HRE are breathing in my neck. Now what i would like to do is swear fealty to the emperor of byzanthium and become his vassal but when i conduct diplomacy with him the 'swear fealty' button isnt anywhere to be seen nor is it when i contact the emperor of the HRE. Now i can see that the kingdom of Bohemia is part of HRE so i suppose kings still can become vassals.

Is this a bug or is it normal?

I don't think kings can request to be allowed to swear fealty; they have to be asked.

Kings can swear fealty only if their main kingdom is in de jure of the Empire they want to swear to. Try taking Sicily, make it primary and swear into Byzantine Empire, if ya want.

What he said. You are a bit unlucky actually, since Italy isn't within any de jure empires. Same thing applies for Hungary, Poland, Lithuania, Cumania, Abbysinia and Mali as well(Not sure about Mali though...)
