The tags that start out with these ideas are republics, yet the national idea The Thorn of the Empire only gives legitimacy. I feel that this should be like so many other national ideas like this, where it gives any of legitimacy, republican tradition, horde unity, or devotion. Even though it seems unlikely Mulhouse could go horde, but I guess you never know.
