I think it's the other way around. Google defines susceptible as »Likely or liable to be influenced or harmed by a particular thing.«.

In other words, if you have a foreign minister with the Susceptibility to (faction) trait, the speed with which you drift towards that faction is increased. The traits have no uses once you are already in a faction.

So it is quite disappointing that Germany, USSR, Great Britain, and France have ministers with susceptibility to factions. It almost makes no sense to have written the script that way. I think that if you are a GP in a Faction that the minister should effect influence rate for the Faction on other nations in the world instead. They are the only nations that can exert influence after all and this would simulate their Foreign Minister contributing to the policies of the combined faction.

I might find it useful to help the Comintern suck nations away from the Allies as Germany for a little while. It would help me keep the Allies weak while I build the Axis of Power.

2 years later, still no clear answer...
Which means that most people (like me...), having played this game for years, still does not have a clear clue of what is true or not.

If Goebbels has the "susceptibility to allies" trait, I consider that, when influencing another country, it actually does something on the calculation, in favour of me (axis) or not...
but what? the word "susceptibility" is not clear to me. English is not my language, and even when I ask to an American colleague, he says that he can understand it both way: Goebbels can be irritating, hence not helping much other nations to move forward axis, or convincing...

"Influenced"? ok, so the countries will go faster toward me...
but "harmed"? So then no, they will be scared away...

What is even more confusing is the colour of the bonus: 10%. Allies or Axis, it is always green! So impossible to know when a valour is positive or negative to me, axis...

It is probably too late as HOI4 is on the way.

But, in HOI4, please Paradox, give clearly the pro/con for what a trait/experience/skill does...

ALL it does is to make your own country move toward that faction more easily. Any influence on your country toward that faction will be boosted by the listed percentage. As noted, if you're already in a faction, it has NO effect, since faction members cannot drift. Worst part is, for most of the countries, there are no other choices besides "Susceptibility to...." in that post.

At least one mod assigned secondary traits to all of those "Susceptibility to...." ministers, because they're absolutely pointless for the faction leaders, or for any country that's already in one.
