Please explain your issue is in as much detail as possible.
While playing the second part of the tutorial, I reached the point where the player is instructed to move the RC Rover to the new build site. I told the rover to "Recall Drones", not knowing if the drones would follow automatically (I have since learned that they will) and ordered it to move to the indicated spot on the map. When the Rover arrived, the tutorial told me to construct a sensor tower. I attempted to place the sensor tower BEFORE deploying the RC Rover's drones, which triggered a pop-up warning about attempting construction outside the range of construction drones. After I closed the warning and deployed the drones, I discovered that I could not build the sensor tower, stirling generator, and power cables. I was thus unable to complete the tutorial and had to start over.

Can you replicate the issue?
Yes. After successfully completing the tutorial on my second try, I went back and repeated my actions above - play through tutorial until asked to move the RC Rover, recall drones to RC Rover, move RC Rover, and attempt to build sensor tower. I was again prevented from finishing the tutorial.

I've had the same issue with the exact same trigger in the Linux version too (GoG, running on Debian Buster). The popup message about being out of range of construction drones seems to "use up" the single sensor tower available in the tutorial without actually placing it for building, so that it is no longer a usable option after that and yet isn't placed for the drones to build. In my case, the Rover was still moving to the location so its drones were all loaded inside it. I hadn't used the "Recall Drones" button, but the fact that it wasn't in location yet meant I got the same popup which broke the tutorial in the same way.
