Please explain your issue is in as much detail as possible.
When connecting a water producer to a tank on the surface, and to a water consumer with a tank on the underground, surplus water is multiplied. I.e., a water producer producing 3 water on the surface and a consumer consuming 1 water underground results in each tank receiving 2 water, a net water of 4 (an extra water magic'd up)

Can you replicate the issue?
Yes, by setting up a cross-realm water network
