What is your game version?

Please explain your issue is in as much detail as possible.
When you turn off a building then the maintenance tasks should be turned off as well, or significantly lowered. All buildings continue to consume maintenance resources at the same rate as being turned on.

I noticed they do not use power or water. At least that works. But really, they still require maintenance? That should be fixed or significantly reduced to 10% or something small.

this isn't a bug. the maintenance isn't for wear and tear from usage, it's for dealing with martian dust. the scrubber cleans off dust, removing maintenance need altogether. the stirling generator, when closed, doesn't gather any dust, and thus never needs maintenance. so a building turned off still consuming maintenance is normal gameplay. just don't build things you don't plan on using soon (like a moxie well before building a dome). if you have no current use for a building, consider decobstructing it, and rebuilding it when you need it again, it might be cheaper than paying maintenance. alternatively, take the building in question outside of drone range (you can reduce service range of drone hubs and the like).

Buildings that are free standing , use power from your main power source even though there is no physical connection from a cable. Tried it with a Dome and then a number of other small Structures, all drawing power even though not connected

If you turn the structures off then (as expected) all is fine, leave them on and they draw power although not connected. Basically if i have a power output of say 30, build a structure which uses 10 power my output drops to 20 even though there are no cables anywhere near the new structure, not cool :p
