Please explain your issue is in as much detail as possible.
"cost will be reduced by 5% for each new medical building built, max 50%" so I built an infirmary in my quarantine dome, reduced by 5. So I built a few more infirmaries in the same dome, nothing happened. So I built a new infirmary in another dome with infected, nothing happened. So I built my first medical spire in the same quarantined dome, nothing happened. So yeah its 85k in research points and Earth is doomed.
