Please explain your issue is in as much detail as possible.
In the beginning of the game, I sent the RC Explorer down to to the underground through the scanning of an anomaly, pending an Elevator. Then I selected a planetary expedition which required the RC Explorer to be loaded in. The rocket is now stuck waiting for the payload, and the Cancel Expedition button is gone. The button is also gone when the fuel is only getting loaded in.

Can you replicate the issue?

I am having a similar issue, but my explorer is on the surface. Think it is only happening when the explorer is moving when the rocket is ready to explore the planetary anomaly. There is no way to cancel the expedition. If there isn't a save file from before the expedition was started, the only thing to do is restart the map.
