Please explain your issue is in as much detail as possible.
I had my rocket filled up with 50 fuel (church of the new ark) and just researched the fuel upgrade that brings it down from 50 to 30 units. My excess 20 units disappeared; the drones never took out excess fuel from the rocket.
Can you replicate the issue?
