First Rainfall Milestone is not triggering, even after reaching all 100% terraforming (air, water, temp, vegetation)

I have tried several Cloud seeding missions without success. Some Acid rains already happened, but no clear rain yet.

Also, the Spheres event already reached 100% and hasn't continued the story....

Attached the save file and pictures. Watch the Rocket that is on screen that will launch for Cloud seeding in a few seconds.

Can you replicate the issue?

Game Version 1007874 (Just after 1st patch of BB). Note: I do not own the BB DLC yet.
