Please explain your issue is in as much detail as possible.
when i constructed an outside ranch. there were several drones trapped inside. i did not notice for several sols but when i did i found there was no way to get them out and when i salvaged them the transport rover was able to retrieve a little of the metal salvage but most of it was out of reach

Can you replicate the issue?
i have not tried to. i could have possibly dismantled the ranch to get the drone but i had already dismantled the drones by then and decided that 5 metals was not worth only getting half of the ranches build cost back

May 2021, this bug still occurs, see the below screenshot.

It is not possible to repack the stuck drones, the only option is to either leave them be, or dismantle them.
Upon dismantling, the resources they yield remain stuck inside the ranch as well, causing drones outside the ranch to continually attempt to enter the ranch to retrieve the resources, without success. This puts additional load on the drones.

If you want a "fix" there's a mod to grow drones in your ranch for food or you can use that enable console one to move them outside.

I've only heard of rovers getting stuck in domes, never seen drones in a ranch before

Wouldn't a perhaps easier fix (at least worth a try) be to recall all the drones in the drone controller? As far as I know you don't even need to wait for the drones to actually get back into the hub to re-assign them, I am not sure what happens if they are 'trapped'.

Obviously you'd need to do this before they run out of battery and it doesn't stop the issue occurring, just perhaps correct it once it does.

They have to drive into the hub to be repacked.

I've tried this, unfortunately the repack button despawns all the drones but the ones trapped in the ranch.
The button just remains stuck at the last trapped drones, I can click it as much as I want, but they won't repack.

I believe there is some pathfinding going on under the hood that checks if the drone hub is reachable before repacking.
