I'm having the same issue.
1. Dome was hit 17 times by metoer shower.
2. Repair cost was 82 polymers (wowzers!).
3. Drones added polymers up to 82 and used it to repair 1 fracture.
4. Cost is now 82 and even though there are 90+ polymers available no repairs are being made.
I can provide a save game for the state the dome is in now (but not before it got hit).
