Dome filters aren't working, colonist emigration not working, tourists broken

Please explain your issue is in as much detail as possible.
- I set domes to exclude everyone but tourists but other people still move in
- Tourists landed, entered a disabled dome (when the tourist dome was closer to the landing site), and then rated me zero because it had no oxygen and they were dying
- Children won't move to nurseries
- Specialists won't move to better positions.
- Unemployed people don't seem to move to locations with jobs
Can you replicate the issue?
The problem is widespread. There are all sorts of people on Steam talking about it.
