Please explain your issue is in as much detail as possible.
If you select the "random" setting for the Commander Profile, the later bonus is displayed directly in the "effects" summary. In my understanding, the Commander Bonus should be hidden instead.
Can you replicate the issue?
Yes, every new game start.
