Please explain your issue is in as much detail as possible.
The messages when service buildings are full and colonists thus cannot use them are all replaced by "Service buildings were not suppliedd with resources"
Can you replicate the issue?
Yes, every time, not doing anything special. Notable difference with before : I just installed the Future Contemporary Cosmetic pack, Martian Express and Revelation Radio Pack DLCs.
