Bug where you cannot flatten land with the terraforming tool.

Please explain your issue is in as much detail as possible.
In this bug, I am not able to flatten any land with the flatten terraforming tool, I am able to click on the 'flatten' tool in the build menu but then cannot use the tool to flatten any land.
Can you replicate the issue?
I am not too sure if you can replicate this issue but I'll leave the method I used:
1. Press 'b' to open build menu
2. Go over and click on the terraforming option
3. Click on the 'flatten' tool.
4. The UI should open up in the top right corner explaining the tool but you should not be able to create any work area to flatten land
