Passage filters should be on the passage and not on the dome.

What is your game version?

Please explain your issue is in as much detail as possible.
Dome A : services + residences with filter allow all age groups
Passages to B and to C : filter dome passage : prohibit work, allow services

Dome B : school + playground (no nursery or residence) with filter prohibit all (same behavior with allow all : video 2)
Passage dome B to A : filter dome passage : allow all

Dome C : residences + factories with filter prohibit childrens and seniors
Passage dome C to A : filter dome passage : prohibit work, allow services

Children can not go to school from dome A to dome B

If I change the passage from A dome to allow all, the children go to school. Then, if I put the passage in prohibit work, the children already in the school continue to go, but future newborns will not go to school.

If I select a child from dome A (and not in school) and send manually him to the school, his statut will change in : moving to a new dome (B) and become homeless.

Passage filters should be on the passage and not on the dome.

I do not know if it's well explained? In fact, it would be a lot more logical to put passage filters on the passages, not on the domes. A dome with multiple passages can only have one global rule.
For example: I have a dome factories connected to a dome services and residences. I do not want service colonists to replace those who work in factories. I put the 2 domes in prohibit work.
I also have a microdome connected to the dome services. I only want schools and playgrounds and no nurseries because I do not have a lot of room and I have a Saint in the dome services. In this way, as soon as the children become teenagers, they will be blessed.
Unfortunately, the school is considered a workplace, despite the fact that children can not work and the overall filter of the dome services prevents them from going to school.
By putting the filter on the passages, it offers us a much better possibility of management when several domes are connected on a main dome.
