I wasn't playing as France, but in a game where I used the "freedom" cheat and played Italy as a democracy, I joined the Allies and invaded Germany when they DOW'ed Poland. I guess the two-front war spooked the AI, because Germany never DOW'ed Belgium and the Netherlands, never invaded Denmark or Norway, and never tried to advance into France.
