I've seen/heard that if you occupy the surrounding provinces of a capital province, you cut off all oil/supplies to all units...
Is this true?
If it is, does that mean that campaigns like Barbarossa should just have one spearhead to the capital, like a snake tongue offensive to Moscow and the rest falls easily without oil and supplies?
I mean, all tanks, planes and ships would then be useless...

Yes, it's true, unless the "cut off" territories share a border with an allied country, in which case that ally would then supply the supposedly cut off troops.

Also, being cut off makes units receive a -50% combat modifier in addition to them losing organisation (and later on even strength) continuously... They are only completely useless once their organisation hits 0%, at which point they will retreat immediately from any battle. Planes and Ships cannot move when out of oil, while motorized units will receive an additional combat penalty for being out of oil (IIRC).

Of course surrounding the enemy capital is a very bad abuse of the game system and as such shunned by every player with even a remote sense of honor... ;)

Agreed, I just wanted to know the details of this "capital" of exploits...plus im playing a multiplayer game soon. Myself as germany and several friends, one among them will play the Soviet union...don't get me wrong...I'll only use this if he gets to douchbag-y so I can "humble" him...

Oh and cumi, i've played barbarossa exactly 22 times and trust me, if there is any segment of this game where im not a noob, it's the awsome eastern front...im realy a badass when it comes to speed and encirclement...

Friendly tip: march army group centre up to Minsk, both AI and human alike will try to hold it and reinforce it badly because it's a urban area...hehe, once I surrounded the province and destroyed 31 division commanded by a mediocre skilled human...ah i think I actually have a screen somewhere.......

I don't do it although I have done it once or twice by mistake. One time I surrounded Washington and kept assaulting it but couldn't break it as they had a huge stack there. Had to bring up multiple HQ units and bomb the hell out of it to capture it.

OK, I trust you. To me your first post sounded somehow noobish. I also did Barbarossa several times. I never had problems heading with my armored units to some target (mostly Stalingrad) provinces. I got problems keeping my own supply route, because my INFs were busy with destroying the encirclements and slow at catching up. So I think, if you surround Moscow, your surrounding army will be surrounded soon and be out of supply.

Well if you manage to surround Moscow, then the Soviets will lose all their armor and air divisions because they can't operate without oil!
Plus all divisions get a -50% combat penalty so I doubt anyone would manage to surround your forces at that time...

Not necessarily. Taking certain provinces around Moscow causes the capital to move by event.

The only time i ever use this "strategy" if you can call it that is when im pissed off at the UK as Germany because they keep intercepting my transports before my troops can land on there beaches, Thats probably the most infuriating thing in the world... But once i finally land and encircle london its very gratifying to watch the rest of their troops starve and laugh at there massive navy in port. Revenge is a beautiful thing. ;)
