With the ongoing real world debate regarding the numbers of troops needed in Iraq; I was thinking about CORE and the 56 garrison divisions I am currently using to (poorly) occupy the Soviet Union.

In reality, I have learned that the following ratios seem to be accurate:

Level of resistance:.............# of occupiers needed (per 1,000 population):
General policing..................2 to 3
Some resistance.................4 to 10
Serious resistance...............20

By this formula, Poland's 1939 population of 35 million would require 70 (10,000 man) divisions to put down serious resistance.

I am not certain how this fits into the game, but I thought the research was informative

Have a look at these numbers :-

German Occupational Forces, 1939-1940

Country Population Area In Sq. Mi. German Forces German Ratio To Population
Balkans 21 million 403,000 200,000 1:105
Belgium 8 million 30,400 100,000 1:80
Denmark 3.6 million 22,700 40,000 1:90
France 40 million 550,700 500,000 1:80
Holland 8.5 million 34,200 100,000 1:85
Norway 2.8 million 324,000 150,000 1:19

This is from http://www.world-war-2.info/statistics/

Incidentally, Garrison divisions aren't 10,000 men - they only use 4.8 MP in CORE (though attaching a Police brigade adds another 2.6 MP to this)

So, if I understand what you are saying, a German player would have to occupy holland with approx 14 Garrison Div + MP attachment to properly represent the historical occupation force level?

I suspect that Holland is not garrisoned solely by Garrison units - it does have invadable beaches, after all. You certainly don't need 14 garrison units to effectively suppress Dutch resistance in game. Ditto for Norway, France, Belgium, etc.

Dear Tim:

I guess what I am trying to discover is whether ther is any relationship to historical reality between the assigned unrest levels and the assigned supression levels in the game.
