Does this do anything? In every game I've played, I picked this every opportunity possible. But I've never seen a rebellion call me to help.

That's because the chances of a rebellion actually occurring under normal circumstances are vanishingly small. Usually the power imbalance between the vassal and overlord means the vassal will seethe impotently while their overlord waggles their fleet suggestively at them.

I would have hoped that since my fleet is bigger than the overlord's, the rebels would have taken heart and thrown off their shackles.

I guess it is not to be.
