the number is found on the top of the land-military screen (the one where you adjust land-military support). hover over the number and it shows you more details

there are no dumb questions, but do you mean "calculate" or "detect"

to detect your supportable amount, click on the soldier icon in the upper left. the supportable amount is listed just above the numbers of infantry, cavalry and artillery

to calculate the supportable amount has a lot to do with # of grain provinces and stuff. check the faq

Hovering over that Supportable number will cause the calculation to be displayed as a popup!

in general it makes sense to build colonies as the trade revenue from grain provinces is very small and the tax values are considerably above the average, also TPs are burned so easlily...
OTOH if you think mapower-wise, i dunno, a colony (city) provides up to 200 grain units (thats 2000 supported men), a TP with up to 100 (at least thats what the ingamehint says). comparing a lvl 6 TP to a poor straight 700pop graincolony might be interesting though
