Support rebels

Hello all

I have some problem. Someone is supporting rebels in one of my province for almost 100years already. Is there some way to find who is doing that? It seems i cant reveal that spy even if my spy defence is 44% (i took espionage idea just for fun )

This is a bug, supposedly fixed in 1.8. It is very irritating though. That Revolt Risk will never go away.
