I've been really looking forward to this new feature, but how do i use it? I have art of war, but I'm not getting a CB when supporting rebels.

Afaik, it's when the rebels have revolted, but I've not tried it yet, so I might be wrong.
That is correct, the rebels must revolt for you to get the cb. When you are able to declare war, you will have a peace option to "enforce rebel demands" that costs 50% warscore.
Ah i see. Can you only declare war in support of rebels that revolt while you are funding them? Or can you support rebels that have already revolted without your help as well?
