One aspect that I find weak in the game is not effective at all. my suggestions are

* Supported rebels must act like a country AI. No time should be wasted with silly sieges.
* The supported rebel army must have a general.
* Should attack the armies within the country in line with their wishes.

It can be very nice to weaken the rebels in the enemy country by supporting them. When it does not have strong armies, different roads can be built to go. Emphasis should be placed on achieving goals using a powerful espionage network. Emphasis should be placed on achieving targets using a strong spying network. Insurgents supported in the current system lack artificial intelligence. unable to fulfill their demands. I think It can give great pleasure to see my enemy collapsed and weakened by giving money from where I sit :)

Agree that the mechanic is weak at best and usually ineffective. Not sure you've proposed changes that would be an improvement yet unfortunately.

I'd rather that if you got to 100% espionage there was a bonus to guarantee generating rebels if you also paid the ducats, rather than the current system which all too often costs espionage points and ducats but mostly achieves nothing.

While a smidge unrealistic, I'd like to at the least see my money refunded if these layabouts don't actually revolt. I can live with the loss of my network, that's a price in time which I can deal with. I can live with the rebels succeeding and then proceeding to hate me because I'm a threat, that's fair. I can even live with them using the armaments I gave them to fight me.

But what really annoys me and makes me not want to ever use the option is the fact I sent them, say, 70 gold to spend on weapons and armor so they could rise up and revolt against their tyrannical overlord and instead the rebel leaders take my gold to the nearby bars and brothels. I want a refund you lazy jerks, that was a LOAN not a donation.

I think the separatist rebel AI in general could use some changes and that would in turn make these espionage options stronger as they are more likely to succeed once a rebellion begins.
The big one that always bugs me is when separatist rebels cross a border to seige other cores of their country/culture and hence allow their orignal nation to unsiege their starting provinces.
e.g. if serbia is occupied and split between hungary an the ottomans and the unrest in the hungarian serbian provinces triggers a revolt, then the current rebel stack would siege every serbian province in the ottomans then cross into hungary and do the same their. Hence allowing the ottomans to unseige their provinces, eventually the rebel stack just bounces between nations - even if it is actually stronger than any individual nation!
I get they want rebellions to 'spill over' and have a cascade effect but I think rebels should focus down their initial nation and win before moving on to others. It would also stop players from sort of cheesing rebels by simply allowing them to be defeated by other countries. In the screenshot the rebels i spawned in belgrade have immediately become not my problem as the ottomans will now take care of them.

Hear hear. The newly formed Serbian "state" should first work to establish themselves as a small nation before moving on out to expand further. Right now the uprising acts more like a peasant rabble (which is better represented by Peasant uprising rather than a semi-organised and nationalistic group of true rebels. I'm not expecting them to be as organised as a proper Pretender Rebels stack, but brain-dead is swinging too far the other way!)
