You can use any of 4, 8, 10, 14 and 20 as France depending on the axis build, I would probably only use signals on 20 and maybe 14
The more time goes by the more I see some of the game's most experienced players saying that there is little need or advantage to worrying about making width come out to en even multiple (or fraction) of 20. Odd sizes are perfectly fine if there is a good reason for building the unit the way you did. This reason may be one of economic efficiency or of countering a specific enemy threat. IMO, maintaining a good balance between your factory production, your resource availability, your equipment stockpiles, as well as needs in the field far outweighs the value of width considerations.

There is usually a good reason to go for any specific width. If you end up with something different (ad-hoc width), you will be hit by huge over-combat-width penalties that negate whatever other gain you expected to get from that extra bn or two.

That is simply not true. I use odd width quite regularly and do very well with them. The over width penalty is not that large and doesn't even come up in most battles. I am also talking about doing this in MP games against experienced players not in SP. I am not saying that width is completely unimportant, but rather than many players place far too much importance on it and end up with unnecessary constraints stifling their division flexibility as a result.
