you're in an enemy province which you don't control (if you control it, it should be your country's color and should say on the bottom of the province screen)
first get control of the province by keeping your troops there until the percentage at the bottom says 100%. after that, click on the picture of the division and at the bottom there should be a 'reinforce to maximum strength' button. click that.
remember though, you need enough manpower to resupply.

It's just a badly worded message when your troops are destroyed from "lack of supply". They die from attrition (desertions, disease and gunfire from neighbouring fortifications), and they can do that even in provinces you both own and control if circumstances are bad enough. There is no supply in Victoria.
The best way to avoid it is to have generals that have negative attrition traits or positive reliability traits.
