Will the supply rules as described recently also apply to reinforcements? i.e. the further down the supply chain a unit is, the harder it will be to replenish lost manpower?

Well, for supplies, that is not how I understand the rules working in HOI 3.

In simple terms, it means as the supply chain grows fewer and fewer supplies reach a unit and thus affect its ability to fight.

It occured to me that it would be nice to see the same effect for manpower replenishment to. After all, if a German Panzer brigade is deep inside Soviet territory access to replacements wasn't the same as when the unit was sitting at home in the barracks.

Maybe reinforcements will be counted in the supply consumption.
Reinforcements will be produced with IC in a special slider, but for simuling the transport complexity, it's the supply consumption which will increase.

So it's the supply chain which will support the reinforcement transport. With the supply tax and the greater manpower need.

Yes that is what I am hoping, but also the longer the route the lower the rate of recovery.

That way deep thrusts into enemy territory may become a much riskier proposition if a badly damaged unit struggled to resupply and, especially, if it struggled to replace its strength.
