Certain buildings "push" supply. How far they push supply, and how high a level they push it to, depends on which building(s) you build, and the terrain involved. For example, supply will move more easily through plains with roads on them, than it will through deserted mountains. Most, but not all, supply buildings are military. Naval/air bases, barracks, and supply depots are the most common examples.

As for Vietnam, I'm not sure who you're playing as. Are you North Vietnam? Are you France helping out your southern colony? The answer changes depending on this.

When fighting in an Ally's territory, your units are limited to that nation's supply ability. As you expand any territory, supply always lags behind the front durring a push. There are only two things you could do to get around the supply problem.

1. Control your rate of advance as to not outpace the supply.
2. Have lots of transports, either ground or air. On the ground, keep the transports behind the front and rotate them back to areas of good supply when they run out. In the air, set several cargo planes to air patrol up to the front.

Even in modern warfare, providing proper supply to a fast moving troop push is difficult. To maintain an fast advance in SRCW, the use of lots and lots of cargo transports is necessary to keep it moving forward, the only problem is the amount of micromanagement needed to manage the advance and its supply effectively, but it is doable.
