I was thinking about battles in Paradox games and it occurred to me that supply limit attrition doesn't really make sense the way it works. If there is a province with a 5k supply limit and I move 5k troops into it everything is okay. If another army of say 1k moves into the province on top of my army then we all appear to suffer attrition. This doesn't seem right to me. The army that was there first should lock down the resources of the province and not suffer attrition. Any army that moves into the province and goes over the supply limit should suffer attrition though.

How on Earth would this make more sense? The new army is going to have to be supplied regardless of who was there first.
I think he is suggesting that a 5k supply limit should mean that the first 5k troops that entered the province should not suffer attrition, while any beyond that will.
Realistically though, an army won't be able to call dibs on the available resources and refuse to share anything with those that arrive later, so IMHO the current system makes sense.
