Supply Hubs - Still doesn't make sense.

I thought I understood supply hubs after some discussions here.. but no. Have no idea why certain things happen often times.
I play with it, but the numbers really never make much sense to me.

Here's a specific question.
There are some hubs in these screen shots that don't provide any supply. I can only guess at reasons but am not able to find any clear pattern or reason.
It shouldn't take esoteric knowledge to know what's going on.

Unless I'm alone in an area the allies AI will just get stuck on low supply and no progress is made. I've tried to improve the supply in this area, but upgrading rail doesn't seem to do much.

Anyone have an explanation, or suggestions how to deal with this?

Iirc, the red colour of the railroad in the SW of the screenshot means that railroad is a bottleneck limiting supply to the selected supply hub.

Yea, I know it's the bottleneck. Level 3 rail limits to 25, not to 0. Both hubs indicate getting supplies from capital, but at the same time the space around those hubs indicate that the hub is providing 0 supplies to surrounding area.

Post a save, and we can see the whole picture, and pinpoint much better what's going on.
