Supply 3 tiles away from hub calculation

Hi, does anyone know the actual new supply calculation? Because as PRC I built a hub, but troops 3 tiles away only get supplies if I use double trucks, while the area seemed to indicate they should get with horses already.

Does crossing rivers and state borders matter for the radius?

It seems some tiles get tons of supplies despite being very far, maybe because they are on the same state as the hub?

It would really help to know that 3 tiles away you get Y supplies, so I could calculate where to put new hubs in remote places. Thanks!

Ok, thanks a lot for the answers, reading through it and experimenting I figured out.

My original problem was that I built a hub on the other side of the river, outside Suiyuan, because from a range point of view I expected it to be ok. And the hover map lies, it says that the front 3-tiles away on a different state can be reached with horses!

But then, with horses the actual supply is zero, despite the color on the hover map being the same as well supplied zones 2-tiles away:

With single trucks and railroad level 1 the supply was also zero! Only when I increased the railroad to level 2, it increased to aprox. 0.67 (maybe it should be 0.75 because I am lacking some trucks, you know CCP is poor)

And with double trucks it was around 1.25 with railroad level 1 and increased to an excellent 1.65

But yeah, I totally didn't know that state borders matter when it comes to range, because the hover lies to you and doesn't change the color on state borders.... I guess I should have built it on the other side of the river.
