I have good idea to solve instant out of supply for units.
Units have (integral) certain ammount of supplies attached to (land) divs - e.q for 30 days and these supplies are consumed when unit moves (but still repenisled underway) but can¨run out of supplies when "moving forever". Out of these supples result in auto-stop of moving and auto-continue moving when reached certain level (e.q. 50% - speed of resupliing based on ESE).
And when comes to fight- these supplies are NOT consumed in fight , only when encircled - and ESE penalty is based on actual amount of supplies.
Supplies in fighgt are consumed only in poor infra prov (e.q. under 30%).
And will be possible to oversuply unit if stay in prov for long to e.q. 300% (and no more), but when unist move - these oversuply is lost (read transfered to prov).
