The frustration of not being able to make-bioengeeneered psionic cyborgs (at least without tons of weird shinenigans) Comes back often on the forum.
I had an idea that would make the task sufficiently difficult and engaging in the form of a questline that goes that way (and advantage a lot federation builders) :
-Getting into a federation with both psionics, bio-engeenered and cyborg empire. Your own empire can count as one.
-Build an interstellar assembly
-Take an related acenstion perk.
-start a special project.
In the end you obtain that all empire involved get their pop to be upgraded to Uber-people : who both have the psionic and cyborg trait and/or one or the choice among special super-trait, ether directly added or can be added via genetic modification, and the capacity to bio-engeeneer (with the abillity to put trait like erudit or fertile) their pop and contact the shroud (with precial options).
In addition spiritualist empire and faction lose their hatred of cyborg or droids (but not synths).
Probably mixed with some fluff inspired from DC gods or the green lantern corps or 40k old ones
