All I know is that the concept of one particular government type getting its own class of ships is dumb. It should b a case of military dictatorship's having a larger chance of being able to research military hardware, including larger ships.

There are multiple government types that have access to unique things to build, the over-sized ship is one, but the Mausoleum for the Divine Mandate is also good, and I'm fairly sure that the "Elite Assault Army" unique for Despotic Hegemony is going to be interesting to use as well.
The Enlightened Monarchy can build a unique Park improvement and the Despotic Empire can build an oversized military station.

Interestingly, this means that Enduring and Venerable are disadvantages for these government types.
Provided I'm remembering correctly that it's something built during the life-time of your faction leader, and that the new leader gets to build one as well, rather than being entirely unique and upgraded over time. :)

The new leader gets to build one too. I have no idea whether or not they can be upgraded; I assume that they can, otherwise they'd not be that good.

I doubt its a battleship. Otherwise you may have a fleet of them before you reach tech. I think its your current tech plus unique extra slot for weapon or armour.

Because unlike military dictatorship, the rulers and governmental institutions are concerned about their subjects and spend empire's budget on development, construction and research rather than pumping an ego of a single military ruler by building a big ship useful only in military time?

Currently ship classes are based on hull sections
Corvette = 1
Destroyer = 2
Cruiser = 3
Battleship = 3
I assume that the battleship has stronger hull sections as the only difference between cruiser and battleship so far is the fleet cap cost. As for the oversize ship it might have 4 hull sections or poosibly 3 but sections stronger than a battleship with fleet cost to support this such as 16 compared to the battleships 8 and cruisers 4. Fleet cost

Ultimately it's an arbitrary decision for game design reasons. Every government type needs something unique and interesting in order to make it special. If a Military Junta could build outsize ships and special armies but a Military Dictatorship couldn't give generals political careers then what reason is there to play a Military Dictatorship over a Junta?

You can provide whatever headcanon you want in order to support this, but ultimately it comes down to "because they needed a list of fifteen things that governments could do, and these were picked to be on that list."

@mrinku no no, surely you're thinking of "oversized military station" instead for the Despotic Empire! Titans from EVE was the first thing I thought of when I first read about oversized ships.
