For some reason, the Mesoamerican graphics, while they're available in vanilla, aren't being loaded when used in a mod, at least a portraits mod. I get characters using mesoamericangfx when using ruler designer to choose a Nahua ethnicity character with vanilla, but not with BLC, even if I copy the portrait sprite definitions into BLC.
