If the Paradox store is available for your country/currency/payment method, it's a good idea to purchase there, because it puts more money directly into Paradox's pocket rather than Steam taking a 30% cut. And you get Steam keys anyway.
HOI 4 is currently 75% off, and the older DLCs are 50% off. Expect to see the same discounts in the upcoming Steam sale (~ June 25 to July 9).
Don't expect better deals than that unless it's a bundle. DLCs sold separately never go below 50%.

How does one aquire "steam money"???
HoI4 is on sale at PDS for 10 quid. That's the equivalent of 1 hour work at minimum-wage in most western countries.
Plus, you would support the devs by purchasing the game here.
But yeah, you will most likely get 75% off on Steam pretty soon as well.
Funny anecdote: I convinced my South African co-worker to purchase HoI4 yesterday buy showing him the South African focus tree.
It's called Steam Wallet. You put real money in it by transferring funds to it from your credit card for example, or by redeeming Steam gift/prepaid cards. If you sell something on the Steam marketplace, the proceeds go into your Steam Wallet.
When you make a purchase in the Steam store, you can then pay for it using your Steam wallet balance.
Hopefully they'll be too invested to quit when they realize that since that tree is really old, it's also kinda bad and not up to the standard of more recent ones. It's always nice to see new people get over the initial hump of making the purchase.
