Hello! I'm not much of a poster and more of a lurker, but sometimes I like to share some thoughts here, so here's a few more thoughts brought by me experience with recent patches and DLCs.
1) Since there is now automatic transportation system in place and modifiers for jungle colonization are down, it seems like the AI doesn't need bonuses for colonizing. As in it now can pretty effectively defend its colonies from native attacks. There could be used some simple equation to set the amount of troops a colony needs, like the base amount is equal to native population (with a minimum of 1 regiment of infantry) and every point in agressiveness and ferocity add 10% to this value. If some kind of threshold is crossed (for example, the sum of agressiveness and ferocity is more than 15) than AI will also include some cavalry or artillery to the mix. This way both AI and player are brought closer to equal grounds.
2) With the addition of many more provinces colonial nations could have their ability to colonize brought up to par with their overlord nations. Currently it takes a bit too much to properly colonize New World (at least in my experience, historical amounts of colonizing almost never happen). While the rate of CNs colonizing should not necessarily be made the same as their overlords, it could get better, so it wouldn't be 1/4, but maybe 1/2 or a bit higher. If not then there could be added a diplomatic option "Subsidize colonizing" when dealing with your CN, which could give them a part of your income or lower the tariffs for some time, but will increase the colonization rate of CN or give them additional colonist.
3) Sometimes it gets annoying that after beating your colonial rival and getting his colonies you just have to start everything again, since that rival would just continue to colonize. There could be a peace option that would make that rival abandon all colonization in a certain region (with a choice in a peace deal screen) for the time of the truce or some hard coded time (5 to 10 years most likely). This of course should be quite costly, probably somewhere around 60% warscore, like the trade power transaction. If this peace is accepted then any unfinished colonies are abandoned in the chosen region and that region cannot be colonized for the time being. Already finished colonies could be annexed, but only if you have war score to demand them. This would make colonizing a bit more interesting in my opinion.
