Personally, I would simply make LP and MP contribute RELATIEVLY 2 the ethnicity and POLITICAL BELIEF (like, how many people in that France voted on some Nazi party (extreme, extreme right) - if 2 % then 2% of French LP & MP can be used by NAZI Germany PLUS: If 6% Of Frenchmen symphatize with extreme right ideologies then PLUS 3% of LP and MP can be used by Germany, PLUS if 20% of Frenchmen are rightwingers, then Germany can use ANOTHER 4% of French LP & MP (I divided it by 5 - this means that 20% of the French right wingers can be "convinced" to support Germany) - making a "whopping" 9% of French LP and MP available 2 Germany).

But this is with the kindest occupation setting - if you put on Military occupation then: 0.25*9%=2.25% of French LP & MP can be used by Germany (total exploitation means NO LP or MP of a country can be used). I personally think ethnicities should be taken into account - but ulike a political system (we already see how popular each ideology is in pretty much any given HoI3 country) there is no ethnicity in-game.

If anyone understands this please PM paradox. Obviously such a system would work much better than the current trash.

PS. Liberators should be able 2 get 75% of LP & MP of any nation, automatically. Sure this can be exploited but it is better than nothing.

PPS. Once you set an occupation setting, you CANNOT move it back up (making it more relaxed), BUT you should defiently be able 2 move it DOWN (making it tougher). So, if German player started getting sick of the French he could impose harsher occupation settings.

BUT: If the German player has put "total exploitation" on Poland, he shouldn't be able 2 undo the damage, and put on more relaxed occupation policies. Thing is, the Poles would really, really hate Germany after getting exterminated (just like they did historically). Very unlikely they would start contributing MP & LP to Germany if Germany relaxed the occupation policy (so there would basically be no point in doing this - so making the option unavailable alltogether is what I think).
