I know it's a vanilla matter, but for roleplaying reasons it might be interesting to offer the possibility of being a secret worshipper of a daedric prince (or any other religion, for what matters) even if you are an independent ruler, and not the vassal of someone else. Especially now that daedric worshipping has become much more interesting with the addition of Jade Dragon interface (amazing, by the way). Your vassals would be happy (unless they find out), and it's stands true to a traditional cliche of high fantasy: the duplicitous evil ruler who makes dark pacts in the shadows while still pretending to be a not-that-bad ruler.
A suggestion: move Pyandonea farther to the southwest. What little information we have on this continent suggests it lays far to the southwest and is difficult to reach from Tamriel. At present it sits so close to Summerset and mainland Tamriel that it's almost ridiculous, even with the idea that some kind of magical fog makes it hard to find. So if the map files are worked on in the future I'd very much like to see Pyandonea moved father from Tamriel.
Just a little thing about the Dragon Cult, do you have plan to add a religious leader to it ? From the lore, it seems pretty much organised.
It'd probably make more sense for it to have autocephalus leadership (and maybe the Patriarchy mechanics), to represent the fact that while they have no 1 overarching leader, they do have loads of high-ranking and semi-independent religious leaders in the form of the Dragon Priests.
