Some general ideas mainly aimed at reducing bordergore:
1) Conquest, liberation and inquisition cbs should only be usable by independent rulers.
2) Rulers who do not hold the Kingdom-tier title for their province should not be able to use the Conquest cb across province borders.
3) Warlord conquests should only be possible against neighboring rulers.
4) The 'marriage inheritance restriction' system from AGoT should be added in so that you don't wind up with constant vassal blobbing by marriages (since all rulers have Absolute Cognatic succession).
5) Culture conversion should be restricted so that it's much harder to displace a culture from its traditional area.
6) The 'Confederacy' government used by the Colovian Estates should probably be nerfed; at present the ability to call all vassals into war is somewhat overpowered.
Also conquests are way better than traditional claimant cbs such as de jure wars, both in prestige and favour rewards. It also boosts your religion slightly. Little reason not to spam it.

Should the hagravens be moved off map? replace consort with them decision with off map interactions.

I don't think so. They are definitely on map, vs. Daedric Princes being off of the map and in their own realms of Oblivion. Hagravens are killable in day to day questing in Skyrim, so I don't think their power level, especially as a religious figure, should be as equal as the other off map gods.

also we dont have any canon for him granting boons, just that hes a god king, rules and is worshipped. we dont know if he *act*s like a god or answers prayers?
also he has a bag to steal and its good if he can die.

Because he's an actual playable character. We also don't know if he's an actual god (or has god like powers, like the Tribunal) of some sort or just a "god-king" (a ruler who proclaimed themselves a god).

I was just thinking so you could sacrifice to them and ask for rituals in rewards. Not to mark them as powerful but to open up the interaction mechanics.

Fair enough, but do any of those rituals actually confer any power in the lore? Besides the Briarheart transformation, that is. Otherwise the sacrifices and such could just be a decision.

And even if they do confer power, is that power outside the bounds of what a reasonably powerful mage could provide?

they could all be decisions, the daedra used to be.
its a mechanic and ui to make interaction easier, it doesnt mean anything about power levels it just about user interface and allowing for that religion to have easier access to interaction decisions.
with the massive chance for it to fail and kill you, it'd still be not somehow claiming they were as powerful as actual gods, it'd just be a UI interface so you could easily get characters with death reason sacrificed to them (which would be fun), and see how many more points you have to save up to ask to be made a briarheart or join them.
It has zero lore implications, funnily enough in the lore of ES no windows for offering and requesting exist. The world of ES probably doesn't even have crusader kings let alone jade dragon. Quibbling over lore and 'power levels' is fun sure but it has nothing to do with applications of offmap window mechanics which if you'll remember, the emperor of china? also no godlike powers akin to the daedra. Just an easy way to keep track of point stockpiles instead of flags and decisions.

From what I read, you don't seem to know that Briarheart transformation as well as Hagraven transformation(specifically for females) are already in the mod.

I mean I referenced the risks from the existing events but sure..

Is there any possibility that, with Holy Fury, some faiths will become reformable? After the End has shown with the Rust Cultists and Espiritista that non-Pagan faiths can be made Reformable, and it would be pretty cool to see those mechanics in Elder Kings. The Old Gods of the Reach are depicted as being centralized, but the lore depicts them as highly decentralized, so it would make sense if they were Reformable. Alkosh, as the less centralized of the Khajiit faiths, would be pretty cool a choice. Not sure if anything else would be good, but I'd be happy to hear others ideas.

reformation mechanics would be cool but maybe too complicated with ES having actual gods wobbling about? reformation choices that would make sense for one religion wouldnt for another, you might need specific lists of choices for every religion and that'd be weird.
ayleids being able to 'reform' a brand new religion on taking k_cryodiil, to representing re-establishing aylied rule with a new state church to re-ayliedify and also displace the eight?, decide between aedric or daedric or a mix, type of centralised head, could be fun?
maybe have a HF reformation mechanic with choices hit if someone unites pyandonea after orgnum is dead, deciding how things should be now the god is dead?
Have the ascended god hand design how the church of the nine will look. etc?
